Ives McGaffey, 1869..
He got the idea during an argument with his wife, when she said, "Ives, your life sucks."
Speaking about Hoover reminds me of the motto for Herbert Hoover High School; "Education in a vacuum."

I would hazard a guess at Hoover, but not J Edgar – he was too busy cleaning up America.
Actually it seems to have been Daniel Hess who filed a patent in 1860
